We have a scoped app that performs a data sync of ServiceNow users and groups based on a custom role we have created. The role itself is package as part of the app.
My question is in repect to Fulfillers mentioned in these articles:

According to how this is written, if one were to have our custom role, would this make them a fullfiller(?) and therefore subject to additional per-user licensing?

I understand why you would be confused around this Darren. ServiceNow has used the role = Fulfiller paradigm for all of our history but for many reasons, including this one, we are moving towards a new model using our Subscription Management application. When a custom scoped app is created, you by default have a related access role that provides basic access to the new application. As long as these users are acting as Requesters they will be excluded as Requesters. You would create additional Roles with the elevated rights that a Fulfiller would have and those users would be counted as the licensed Fulfiller users. I can't tell if you have created an application or just an integration, just remember that custom applications would require a Platform Runtime subscription for the Fulfillers of the application. -Tabitha
