generate report for incidents which are created as p1 priority & resolved or closed at p2,p3 or p4

The Major Incident Management team is specifically looking for a script that can generate a report on Priority 1 incident tickets. The report should focus on tickets that were initially posted as Priority 1 but were subsequently reduced and resolved or closed at a lower priority, rather than being resolved at Priority 1.
