there should be some after insert BR on incident table which is using outbound REST Message

Is your CT connector up to date, compatible with Yokohama. This is often seen with connectors after upgrade.
Upgrading/repairing your connector may fix the issue and no other change might be required.
If issue still persists, raise a case with SN, that would be best in this case as issue started after upgrade.
