Give call back to user based on user preferred time and time zone

I have one workflow created in which I want to get the user preferred time and user preferred time zone and give a call back as per these 2 preferences. The below fields are there on portal and are mapped to the variables on catalog item. once these details are submitted the request and requested item is created. How can I achieve this in workflow in timer activity. I want the call back to go as per the given preferred time and timezone.
