having a hard time pinpointing where this error is occuring checked brs, cs,ui policies

So far I'm getting an invalid update and invalid_tast_start_date , on the ppm project task, this happens when the percent complete changes to 100 and the oob save button is used. So far ive looked at BRs any others places to check, i also

ran debug still no help pinpointing this error

That may be coming from a msg entry in the ProjectTaskManagerUtil script include. That is one script include (of two) that seems like it may be getting triggered from as I could not reproduce. There are three BRs that call it: "Set Project Task Data", "Validate Dates for Project Task" and "Set Planned dates in Agile Phase". Maybe try turning one off at a time to see if you can narrow it down to one of them and see what is happening that system does not like.
