Help Required: Service Portfolio Service Offerings not pulling though

Hi All,
In my instance I have 900+ Service Offering set up and this should be mapped to the Service Offering "Product Field" in the Incident Form, however when i create an incident I can only see one Service Offering
Screenshot "Service Offerings" is a view of a list and the total number of Service Offerings I have configured in my portfolio
Screenshot "Incident Form" shows where I should be able to select any of these offerings
Screenshot "Service Offering visible" shows that I can only see the one
Any idea what's going on here? I have checked to see that none of the offerings are hidden they are all in the Operational Status

OOTB there is a reference qualifier on the "Service Offering" field which expects a selected Business Service first. As in your screenshot the field "Technical Service" is empty, this might be the reason?
