Help with workflow

Hi can anyone help me with configuring workflow to send notification to manager if incidents are unassigned even after 3 hour of assignment to particular group. I tried with creating and it's not sending notifications even if it matches condition. How can this be trouble shooted or any idea to help me.

@Saurabh Gupta could you share the logic in the that way. Requirement is when ticket is assigned to group 'x' and even after1 hour its unassigned manger needs to be notified.
