Hide button New Project in Portfolio Planning Workspace

How can I hide this New Project button in Portfolio Planning Workspace ? I tried using ACL on table sn_align_core_project but it didn't work on the button

where you workspace is opened , at top right click on user menu icon . under that select action bar configuration (see screenshot).
There you can see all ui action associated to workspace .

I tried pressing the configure workspace like you said at the specific screen which is Free-form Roadmaps but there is no UI Actions only configurations of the whole workspace stored inside.

See Screenshot carefully  : under configure workspace" there is one more option called -configure page , Click on it and  go to Action bar configuration .There you will find all UI action which is shown in your workspace.

it looks like in my instance there is no section called Configure Page. My instance version is glide-washingtondc-12-20-2023__patch2-hotfix2-05-29-2024

The current user I'm using has admin role. Does the section you mentioned has any specific role to see ?

Instance version and admin role is fine . Please try with "workspace_admin" role . If still not able to see it then let me know will do some research and get back to you
