Hiding UI actions and menus in a form if link was from

We wanted to add a hyperlink in a notification but the from shouldn't have menus or button Is there a way for that?

Edit: The record shown shouldn't have ui actions or form menus when opened in the hyperlink or ${URI _REF} in a notification.

whatever record you open will have the UI actions on it. You can't distinguish if the user opened the record from email link or from within ServiceNow.

if not on the record then take them on portal ticket page
