from the above requirement i want to know is there any effect if the pages having order less than 3000?

The above statement is from that KB you provided but there is no reason mentioned over there if we use oreder less than 3000.

5. Default Homepage Override  

Issue: One or more homepages would override the default homepage as they don't contain an order or read roles.  

Solution: Set appropriate roles and an order greater than 3000.  

Secure a homepage

If no write roles are specified on a homepage, then any user with one of the specified read roles may access this page and delete it.

The option Add to homepage does not take into account the property cms.glide.add_content. This means that users can add reports to any homepage they can view. The result is that users create new homepages with the added information when they modify a homepage that they don't own.
