How can i call Script include which is created in different application scope and Accessible from is 'This Application scope only'?

Scenario: I have to call one script include in a UI Action. But The UI Action Application scope is different from Script Include Application Scope. Also in Script Include Accessible from is 'This Application scope only'?

is there any way to access this type of script include in a UI Action script?

If the accessible from is "This application scope only" then it cannot be called.
