How can I modify Application ACL with only admin privilege?

We used to be able to modify(update/create) ACL rules in a specific application scope with only admin privileges - no need to elevate to be security_admin. Now it seems not to be working anymore. Anyone could help me find where I can configure to enable this again? Thanks.

Hello,

 

Check the roles associated to that application scope. 

It is possible that elevated privileges were given to that role but then reverted.
