How can I modify login_locate_sso UI Page?

The customer wants a statement at the bottom of the SSO login screen (login_locate_sso.do). ServiceNow seems to have only the ability to add phrases at the bottom of the main login screen (login.do ).

Is there a way to add phrases to the SSO login screen?
