How can i notify change initiator prior to one hour of change start time?

Hi Folks,

IN Change_request table there is fields called, planned start date and planned end date. In planned start date field, we change time to 10am and I want to send notification to change initiator 1 hour prior to change planned start date.

How can i do this. Please help.
