How can we create a swagger file for Rest Api's, if we want to expose that rest api to some third party?

What release of ServiceNow are you using? I don't see these links in San Diego or Tokyo.

I confirmed it in our production instance which has Tokyo Patch 6 hotfix 1, a Tokyo Patch 4a PDI, and a Utah Patch 0 PDI.  I'm logged in as an administrator.
