How can we restore deleted records in sys_attachment table ?

Is there a way to restore the deleted records in a table when deleted records are not available in audit deleted records table( System Definition -> Deleted Records) as well ?

If record is not audit deleted, not available under System Definition -> Deleted Records. Unfortunately there is no way to recover it from instance.

But you can get upload it from another instance if its available there:
