How do I add KB article link on Form?

How do I add one specific knowledge article link on top of One of Tab on Problem Table? 

Below is the screenshot of example.

you can try to add Annotation similar to below.

I don't see creating Annotation captured in update set. Neither I see this field on Table even though it is created. Do you know how do I transfer it to other instances?

You can create the URL field it is a String field that is a clickable URL field when locked.
