How do I delete an action in flow designer?

I'm trying to delete an action I made in the flow designer but it is not letting me. When I try to delete the record, I get a error message. I have tried to delete all related records but I can't find out what the action intance file is. Someone please help!

Hi,

You can delete the flow only if you are in the same scope of the flow. First change your application to the same in which your flow was created then select and click delete action, now you can able to delete the flow.

Thank you for your statement Soni. But your answer is misleading because this is not a scope issue, it has something to do with the internal references of Service Now application files and its deletion order.

For those that are struggling to remove an action due to "reference in record within the Action Instance File".
