UI Actions have condition builder with which you can control their visibility.
make a right click on any of the column like Number Resource Group Skill and click edit > list control and uncheck omit edit button.
if this starts to work for everyone then it is good else you need to go to UI action and search edit as name with table name and have the condition in the condition builder to ensure it is available for those roles you want it to be.
