How do I prevent the encryption of attachments on the Service Portal?

I see several posts here about preventing the encryption pop-up and silently forcing encrpytion but I need to prevent encryption altogether from the Service Portal and not just for Catalog Items.

I followed the procedure shown in KB0862609 but it has no effect.

How do I completely disable all attachment encryption from the Service Portal?
