I followed the steps posted here to create a custom UI page for some new build:

which worked fine, except there seems to be a step missing (from any resource I can find about this).
When a non-admin tries to get to the page they receive this error:
Requested resource not found

On each property linked within the System Property Category page, you mist update the Read and Write list collector fields with the roles that should have access to it.
