I am trying to discover Citrix netscaler devices and have a local admin account on a test box. I am getting an error that say No shell detected and probe parameter "allow_unsupported_shells' is set to false.
How do I change it to true and what are the repercussions?

The "allow_unsupported_shells" is a parameter for the SSHCommand probe. You can read about in depth here: SSHCommand parameters
There won't be any significant detriment, as this is performed on a Probe by Probe basis...
Based on your question, this is probably not going to help as this is for allowing SSH access to commands when a shell is not present on the remote system. The error message is stating that over SSH it's not be given a shell and so the probe is stopping because that parameter is not present.
