How does CI affected notification works?

I have raised an incident in my personal instance with CI which i already subscribed for notifications but notification is not getting triggered.
However, Event "ci.affected" is getting processed.
Can someone help me understand what i am missing?

Can you share with us the details of your notification? OOB, there is a notification that is triggered on ci.affected on the incident table. Since there are many reasons why a notification may not be sent, I recommend using the Preview Notification button to test your notification. If the name is crossed out, hover over it and you'll get a reason why. It could be that the user has notifications disabled, the system property to send outbound mail is off, or one of several other reasons.

Hi Chuck Tomasi,
I am trying to test OOB CI Affected notification only on Incident table.
It should at least come up in email logs.
I subscribed the user for the notifications and property is also set to true as i can see other notifications in the email logs.
