How to Activate Microsoft Teams Graph Spoke on free instance

I've activated free instance dev120429 (Tokyo) (previously tried the newer dev61976 (Vancouver)) and I want to activate "Microsoft Teams Graph spoke", but I cannot find it in the list of available plugins(?)

I did try this about 6 months ago, and I did it, but not now.

Is this spoke no longer available on this version of ServiceNow? Do I need to request it by some means?

I tried clicking "Request Plugin" within the instance, entered my credentials, but got the error, "Sorry, you can't login with this ServiceNow ID"

Guidance would be appreciated.
