How to activate the Knowledge Management Advanced plugin in my developer instance

I'm trying to activate the Knowledge Management Advanced plugin in my developer instance.  Anyone know why I don't have the Activate button?  I did also verify that the plugin is not listed under the "Activate Plugin" action on the Developer home page.

In order to activate the Knowledge Management Advanced plugin you would first need to activate the "Knowledge Advanced Management Installer" plugin.
