How to add a UI Action link to the Post Incident Report

As per subject I am looking at adding the Completed BSI Assessment UI action link to the Post Incident Report.

Any idea how to add the UI Action link?

It is a UI action, if  I am not wrong. Please check the ACL and role required to write on this page or check the scope as well.
