How to add filter inside a OOB modal which pops up from UI action in the Compliance/Risk Workspace?

I have a requirement where I have to add a filter after clicking in the UI action 'Add' inside a form's related list in the workspace. Would someone please help me understand how to apply the filter or direct me if there are any docs available on this subject? Also I would like to understand whether this customization/configuration would anyway impact the system after upgrades?
Please refer the screenshots for the modal where filter is required and UI action example.

have you ever found out?
I've tried to play with the records in the [sys_declarative_action_assignment] table but still not able to figure out where it is defined how the records in the modal are filtered.
