Hi @angel kumari 

I think the expectation is to have a Service Catalog in place for Creating a Distribution list in Azure and only some users should have access to it. To restrict the access to a catalog item, you could make use of User Criteria available on the catalog item.

To create distribution list in Azure, you need to design a flow which can either consume available OOB integration hub spokes or you can also run a PowerShell script via flow to create the DL.
