how to assign groups based on the tags ?

Hi All,
We have a catalog form , and a variable (application service , reference to Application service table).
--> if a user select application service , and if that service is having any tag then we need to route the RITM to some X group.
--> if the selected service is not having any tags then we need to route to some Y group.
i tried by adding some condition in the flow , but that is not working.
Please provide your inputs

Try to do with the assignment rules
Like this:
check the Service.tags
I tried at my end and it is working.
