How to create My Delegate button on service portal ,once that is click it should open Delegate page

Hi All,

 

We have our own custom service portal page , and the requirement is to create a button "My Delegates" on the banner.

 

once users click on the button then a link should open ( delegate page to select ) 

 

i am very new to portal development, please provide your inputs
