How to automate CR when user needs to login

I'm looking at how we can automate the change request process for a client using Github actions. One of the issues that I'm having is that currently we need to log into ServiceNow directly with user IDs as not every user has the access to create a CR. Is there a way that I can bypass this/how would this work?

Not sure, my answer will work for you or not but give a try with DevOps. and from devops SN, send a request to Github which check the new changes and the via flow create new change.
