How to change the date format in Service Portal additional comment in ticket form

Can someone please tell me how to change the days and minutes format in the "Ticket form" ticket conversation widget to the actual date and time?

Did you find that this was giving you the right times? When I make this change, it does give the date/time, but it comes out in UTC rather than system time zone where with the Time Ago feature, when you hovered over it, the date/time was correct.
