You track this using the Subscription Management (or Subscription Overview depending on version). In there you need to assign applicable custom tables to the appropriate license youve purchased from ServiceNow. If you have been running ServiceNow for a while in your organization you might have a "Grandfathered tables" license where previously created tables should be automatically mapped.
