How to configure email address filter and system address filter for external email addresses?

We have set up email address filter and system address filter to allow the email addresses of those domains which have been mentioned in the email address filter. But the above configuration is not working for external email address and instead of 'send-ignored' type in email log, the type is 'send-ready'. How should we configure the filters to have 'send-ignored' for external email addresses in email logs?

The email address filter is for inbound. You are sending, so that doesn't apply here.
What's your business case? Why are you even triggering emails to go to domains you don't allow? That means those domains are added in your system to receive emails, but you don't want them to.
