Have you created the UI action on the native view? You will see it at the bottom of form. Here is what I created button "Show".

Hi,
You can create UI Actions (similar to how you create a button in native UI) and it will reflect in portal as well.

I would suggest, go the link and check how to create a UI action button in ServicePortal. Then just create the UI Action and verify in the form, if the button is getting visible in form. If yes, then it will also come up in the portal as well.

Swarnadeep,
I dont think it will be visible because the form is a Page under Service Portal and Incident form in native UI is different right.
If you see the screenshot i want something similar to the Save button which only displays in Portal form page
