How to Create a specific indicator for Re-opened Incidents in ServiceNow?

I'm working on a specific request and need some guidance. I've been asked to create an Indicator that counts all of the re-opened incidents on the day the incident was resolved for the second time. I need the Indicator to count the number of incidents against the first person who resolved the incident incorrectly, and not the person who resolved it for the last time (even if it might be the same person). Essentially, we want to track incidents that might have been prematurely resolved.
