How to create an announcement with widget and banner on a portal page

I am trying to create a portal announcement in ServiceNow on the Widget and Banner on the portal page.

I created a new announcement completing all the fields on the announcement set up, I saved it and went to the service portal and then refresh the page but the announcement does not seem to come up on the portal page.

I am not sure If I was supposed to do anything else other than creating a new announcement, Please kindly assist,

Issue is with dates

From date is in future. To check change it to past date and then it will display.

Ok, but the essence is to broadcast or announce to user ahead of time of the changes to come so everyone is aware, I was wondering why changing to past dates as opposed future dates. However, I changed it to past dates and it still did not display on the portal page.
