What exactly are you looking for? Your one-liner doesn't make sense. The number of Problems shouldn't be related to the number of Incidents, although more incidents would indicate a higher number of problems as well, but there is no way there is a 1-to-200 ratio (or any ratio) that exists.
How do you expect this to show? Why not just put two single scores on the dashboard to see the numbers?
You could try to do something with Performance Analytics to get a formula involved and show that number, but please, go back to who ever is asking this and tell them their requirement doesn't make sense.
