There is an out of the box (legacy) workflow that runs when a Standard Change Proposal is created.  This workflow, named Standard Change Proposal and accessible via the workflow editor, has an approval and some run scripts, but no tasks.  Have you added tasks to this workflow in your environment, or do you have a flow that creates the tasks, or a Business Rule,...?

Did you ever find a solution for sequential change task release?

Standard change moves to Implement state->

If there are change tasks:

Change Task lowest order is released, once closed.

Change Task next is release,

etc until all change tasks are closed.
