You will need Service Portal to do that.

We will not recommend the use of CMS as there is no drag and drop features to achieve WYSIWUG.

Service Portal allows you to configure the look and feel together with the responsiveness of the widget in one single development environment.

But why not use CMS like WordPress to create a website or page? They are super easy to use and drag n drop can be achieved using plugins. I created my own website UAE Website Development with Wordpress.
