What are the steps to do so..

Our instance is going to change, so they want the old instance rest message to not trigger and they have build those rest in new instance.

thanks for the explanation. In case you can do it by your own and know which REST messages should be deactivated you can continue as already suggested by other users.
But if you don't know where to go and just want to make sure that certain outgoing requests are blocked, you can think about leveraging the feature "IP address access control" (see https://docs.servicenow.com/bundle/vancouver-platform-security/page/administer/login/task/t_AccessCo... )

you cannot deactivate it. but as per your case I believe you will have to update the script with necessary changes

Hello @David Cross ,
There is not a direct way to deactivate the REST message. But surely you can deactivate the scripts(business rules, script includes, scheduled jobs, script actions) that are used to call the REST message.
