How to Develop "ADD" button under related records for SOW

Open Service operation workspace -> Open any problem Record-> Go to Problem Task related record tab.

Requirement: Add button should available, when click on add button it should bringup problem Task records and after hitting add record should get attached to problem task related record.

A problem task is a record created to assist in solving a problem. The relationship between Problem and Problem Task is one to many (one problem can have multiple tasks, but one task can only be for one problem. Hence: it doesn't make sense to have a Problem task in the system, unrelated to any problem, and it doesn't make sense to add it in the way you are describing. What is your use case? What issue are you trying to resolve?
It's not like adding Incidents to a problem, which does make sense, because that's something that could be done afterwards.

In the Native UI we had Edit button which adds the PTask to problem under related records the requirement is to add ADD button in SOW for the same Problem Task related record.

Edit button is used, when you want to map other ptask to your Problem record but add means you are creating fresh ptask on that prb.

Atul: OOTB Add button available on Ptask and when a user click on this is build a relationship with problem record

So what you want is already available OOTB.
