As you can see I am not getting developer option in settings , How do I enable javascript log and field watcher on UI 16, version xanadu?

This is the now experience not UI 16. I'm not sure if they have an equivalent to field watch. You can switch to UI 16 by setting the system property glide.ui.polaris.experience to false. Just know that UI 16 will eventually not be supported.

I don't think you can. I think it was replaced with Access Analyzer.
