How to enable javascript log and field watcher on UI 16, version xanadu?

As you can see I am not getting developer option in settings , How do I enable javascript log and field watcher on UI 16, version xanadu?

After I added the this property in my PDI it didn't seems like it was working. Looks like they moved it under User Experience rather then under display. My PDI is on Yokohama.
