I have a group called Assignment Groups. I would like only groups under this group to appear when someone changes the Assignment Group on Incidents, Requests, or Changes.

Thanks for the update Don. To restrict choices on assignment group field can be done via Reference Qualifiers. More info here.

Hello Don,
Can you provide some additional details on what you are trying to accomplish? Details are encouraged. Screen shots are always appreciated.

When someone selects the Assignment Group from Incident, etc. they get the list below. I would like to restrict this list to the group called Assignment Groups, and have that list display instead of this one, when the user is updating Incidents, Requests, RITMs, Catalog Tasks, and Change Requests.
