how to generate 2 record with same user approver in Workflow

I have loop approver as workflow below ! but when i push same user, it's only generate 1 record approver, that's mean 'Approval-user' activity restricts the creation of more than one approval for the same user  => I want generate 2 record approver ! Please some help me ! Thank you so much

why to have 2 approval records for same user?

Doesn't seem to be a valid business use-case

Also ServiceNow has this as platform OOB behavior. why to change that?

The reason i do that is because 2 different group have same approver and the given problem wants to generate 2 records instead of 1 record ! Is there any way to solve this problem ?

this is OOB behavior and you should not change this
