How to make actionable feedback pop up mandatory on portal.

I have enabled 2 OOTB properties for popup ,when user click on helpful = NO or give rating less than 3 for knowledge article ,pop up comes for user feed back. Now if we click on 'No thanks' or clicked outside popup system create knowledge feed back task.

I want to mandate that pop up.  Can someone guide here.

Hello ,

When clicked on no thanks/ if clicked on outside page also task will be created.I want to make this popup mandatory not just detail field,in short by clicking on submit only task should be created
