how to make both additional comments and work notes field visible on incident form by default.

Both Additional Comments and Work Notes should be visible at all times and Additional comments should be above work notes?

We have cleaned the table record in user preference. But still not able to see both the field WN and Additional comment field on incident form load.

Can u please help me out.

I have no idea. On my instance this is the way I enabled it for all users.
