How to make worknotes or additional comment’s mandatory before approval is rejected

Hi ,

I have the below requirement,

We have multi level approvals . We configured approval process in flow designer.

if any approver tries to reject the approval he need to get a pop up saying comments mandatory and set comments mandatory while rejecting.

anyone has any idea
