you can create field level WRITE ACL and add admin role to it

I would not recommend doing this. The reason is that the admin may not be aware of what the actual change is. It would be better to use the dedicated module/rule to change the approver or approve on behalf instead of changing the approval itself. For example, a change manager can approve on someone’s behalf.

Either you can modify admin overrides checkbox to true or add roles admin where the maint role is added as below:

I tried the response given by @Ankur Bawiskar it is working..
Also ensure that Elevate Role -> security_admin is checked before making the configuration..
